This is an unprecedented opportunity for the right candidate to be the leader of the fiscal and administrative operations of one of the largest colleges in the United States.
• Bachelor’s degree in Business Administration and a MBA or Master’s degree with an emphasis in Finance or Accounting required. A CPA would be a plus.
• Minimum of 5 to 7 years as a CFO, V. P. of Finance and Administration, or Comptroller with 10 to 15 years of financial experience.
The Vice Chancellor of Finance and Administrative Services - CFO is responsible for the leadership and coordination of Business Affairs, Fiscal Operations, Risk Management, and Accounting. This person will coordinate Capital Improvement and other facility activities. The candidate is also expected to direct through subordinate executive directors/managers the system’s offices for Business Affairs, Fiscal Operations, Investments, Budgeting, Risk Management and Accounting. Direct or coordinate through subordinate managers the following financial activities: budget development, purchasing, accounting, accounts payable and receivable, property management, investment of funds, state and federal funds, grants, cost studies, travel, revenues, expenditures, financial statements, insurance, auditing and related operational functions of the institution. Initiate, prepare, and maintain all correspondence, reports, and studies necessary or appropriate to the position. Coordinate the development, maintenance, and management of the facilities of the system, with budget development activities. Coordinate the procurement activities of the college to ensure compliance with budget and financial controls.
• Directs through subordinate manager the following financial activities: budget development, accounting, accounts payable and receivable, property management, investment of funds, state and federal funds, grants, cost studies, travel, revenues, expenditures, financial statements, insurance, auditing and related operational functions of the institution
• Prepares and submits the annual system budget to the Chancellor for Board of Trustees approval
• Coordinates and ensures compliance of fiscal policies and procedures pertaining to state and federal transactions
• Formulates and recommends to the Chancellor policies and procedures governing institutional financial activities
• Assists the Chancellor in fostering economy throughout the College System by the most efficient and effective use of allocated funds
• Assists the Chancellor in the supervision and monitoring of expenditures of all College System Funds
• Initiate, prepares, and maintains all correspondence, reports, and studies necessary or appropriate to the position
